Philip Q. Ratliff has over 22 years of experience in Kentucky civil litigation with focus on residential foreclosures and evictions, creditor's rights and title matters. He also has experience in creditor and debtor bankruptcy, personal injury litigation, probate, real estate transactions and litigation, mobile home litigation, contract and corporate matters. Additionally, he is experienced in West Virginia foreclosures and evictions. He is an "AV" rated attorney by Martindale-Hubbell.
Phil received his Juris Doctor degree from the University of Louisville School of Law, his Master of Business Administration degree from Morehead State University, and his Bachelor of Business Administration degree with distinction from Eastern Kentucky University.
Prior to becoming a practicing attorney, Phil worked in the fields of banking and insurance, including the management of a trust department for a community bank.
Phil is licensed to practice in the state and federal district courts in Kentucky and West Virginia, and the United States Court of Appeals for the Sixth Circuit. He is a former chair and vice-chair of the Real Property Section of the Kentucky Bar Association. He was a speaker at the Kentucky Law Updates, October 2006, on the subject of Condemnation and Eminent Domain. He was also the author and moderator, "Subprime Lending and Foreclosure: The Latest Banking Crisis" at the 2008 Kentucky Bar Association Convention. Phil is also a graduate of Leadership Tri-State.
