Mr. McNeer is a native of Huntington, West Virginia. After attending Woodberry Forest School, he received his A.B. from Washington & Lee University in 1956 and his LL.B. from the University of Virginia in 1959. He was also awarded a Diploma in Comparative Legal Studies from Cambridge University, England in 1961. He was admitted to the bar in 1959.
