Mr. Elkins is a native of Charleston, West Virginia. He attended Marietta College, where he earned his B.A. in 1978. He completed his legal studies with a J.D. in 1982 from the Thomas M. Cooley Law School. That same year he was admitted to the West Virginia State Bar. He is a member of the International Association for Defense Counsel. Mr. Elkins is included in The Best Lawyers in America.
