Mr. Ballard graduated from Marshall University magna cum laude with a B. A. In Journalism, specializing in Public Relations. He continued his studies at the University of Kentucky College of Law, graduating in 2003 with a Juris Doctor degree. He was admitted to the West Virginia State Bar in 2003.
